Business & Science Poland has signed a joint appeal calling for the reduction of methane emissions while ensuring the EU’s energy security.

Together with more than a dozen stakeholders from energy-intensive industries, BSP has called for targeted adjustments to the EU Methane Regulation (EUMR).

The document underlines that, at a time when Europe is substituting Russian energy imports and seeking to safeguard the competitiveness of its industrial base, it is essential that the EU Methane Regulation remains effective, technically feasible, and proportionate so as not to undermine these efforts.

The current provisions introduce significant regulatory uncertainty, impose unworkable timelines, and foresee penalties of up to 20% of annual turnover for importers in cases of non-compliance.

The signatories support the European Commission’s work on the introduction of certification schemes, which are critical to reducing emissions, and welcome efforts to ensure proportionate implementation of the Regulation.

However, the Methane Regulation does not yet fully address the gaps, risks, and uncertainties arising in particular from provisions related to MRV equivalence.

The document therefore calls on the European Commission to introduce targeted amendments that would:

  • create practical and proportionate compliance pathways,
  • set realistic timelines for import-related provisions,
  • streamline reporting obligations for domestic producers,
  • clarify definitions and adjust disproportionate penalty provisions,
  • provide workable routes for low-carbon fuels, including low-carbon hydrogen.
