Setting a Clean Course for Industry
A Strategy for Developing the Clean Tech Sector and Decarbonising Polish Industry

A transition that strengthens competitiveness

Poland has the potential to develop its clean tech sector and effectively decarbonise industry. The report explains how stable regulation, access to clean energy and investment support can unlock these opportunities, strengthening competitiveness and economic security.
Why was this report developed?
Polish industry needs a coherent and long-term strategy that brings together climate objectives, competitiveness and economic security. The report sets out policy priorities and recommends concrete measures to support the transition.
What problem does it address?
It shows the challenges that Polish companies face (high energy costs, excessive bureaucracy and unpredictable regulation) and how they constrain investment and the growth of Polish companies.
Who is it for?
The report is intended for policymakers, industry representatives and institutions involved in the economic transition. It helps identify priorities and plan action at national and European levels.
Key findings

- 1Appoint a Government Plenipotentiary for the Clean-Tech Strategy – a coordinating body with a genuine cross-ministerial mandate
- 2Establish a government–industry working group – providing regular structured dialogue and an annual forum
- 3Launch work on a coherent national industrial strategy integrating currently fragmented sectoral strategies
- 4Review national regulations concerning decarbonisation and clean tech, including an audit of gold-plating
- 5Pilot a one-stop-shop model for strategic investments – providing a single point of contact
