On behalf of Business & Science Poland, we cordially invite you to participate in the event “Strengthening EU Competitiveness – A Financing Perspective”, organized as part of the Polska Moc Biznesu Congress.
On 26 November, we will meet at PGE Narodowy to jointly develop proposals from Polish businesses regarding the future of European economic and financial policy. The conclusions from the workshops will be submitted to decision-makers in Poland and Brussels as the voice of entrepreneurs in the debate on Europe’s competitiveness.

We have prepared four thematic workshops:
I. Digital transformation of the Polish economy
Topic: Streamlining digital regulations as a foundation of European business competitiveness
Description:
European digital regulations have become increasingly complex and overlapping, placing a particular burden on smaller companies that lose their ability to scale. Regulations such as GDPR, DSA, DMA and the AI Act often slow down business expansion and innovation, despite the strong potential of the Polish technology sector. Participants will discuss the impact of these regulations on business and propose simplifications to ensure that digital law supports the growth of the digital economy. The starting point will be the European Commission’s digital package published on 19 November.
II. Competitiveness and decarbonisation of Polish industry
Topic: Industrial Deal 2025–2035: A new competitiveness map for European industry
Description:
European industry faces rising energy-transition costs, regulatory pressure, complex procedures and global competition. If these challenges are not resolved, competitiveness—also in Poland—may be permanently weakened. The goal of the workshop is to identify barriers and specific regulatory, financial and technological solutions that restore balance between climate protection and competitiveness.
The workshop includes work in three groups:
- costs and financing of energy-intensive industry,
- regulation – between environmental protection and competitiveness,
- trade and market protection.
III. Clean technologies (Clean Tech) and local value chains
Topic: Clean industry in practice: new technologies, European support and climate context
Description:
The discussion will focus on barriers to Polish companies’ participation in innovation programmes, potential improvements, and the future of initiatives such as the Clean Industrial Deal and the Industrial Decarbonisation Accelerator Act. Participants will also consider the perspective of 2040, the role of Article 6 of the Paris Agreement, offsets, and climate investments in the international context.
IV. Financing the transformation – between the banking sector and the real economy
Topic: Better alignment of financing with transformation projects
Description:
The EU banking sector must simultaneously finance the energy, digital and industrial transitions while meeting growing regulatory requirements. Meanwhile, enterprises in the energy, industrial, innovation and SME sectors drive development through investments. Both sides—supported by the consulting sector—form a complementary system necessary for enabling the transformation.
In the context of the upcoming EU financial perspective (MFF 2028–2034) and the review of key regulations (DORA, Solvency II, CRD VI, CMDI, MiFID II, AI Act, ESG), an integrated approach to regulation and financing is needed to identify projects with the highest return potential and the greatest impact on competitiveness.
The workshop will focus on:
• identifying barriers and gaps in the implementation of transformation projects,
• defining a cooperation model between banks, development institutions and industry,
• optimal use of EU funds under the MFF 2028–2034.
Participants will work in two sub-groups:
- Sub-group A: Banking and transformation financing
- Sub-group B: Real economy and financing recipients
